Kira Can Beat Anyone?
Light has a book that can make him most powerful man because He possesses a supernatural notebook that allows him to kill anyone whose name he writes in it, as long as he knows their face.
But there many circumstances that Kira is not able to beat some characters because of thier special features or conditions.
So, lets take these circumstances abd characters against Kira(Light Yagami).
Can He Kill Goku/Naruto/Vegeta/Luffy.
Yes easily, it is out pf context that Kira is just a human how he can beat God like man e.g., Goku or Vegeta so answer is that both have heart because both are powerfull but heart is same as human and they can get easily a Heart Attack when he wright thier name in his Death Note because thier body functions like us if our Heart or Brain brokes then we will die.
And same as Naruto and Luffy like characters because thier breed is human how much powerful we get we need a Heart to function.
These characters does not have this much Healing Factors Powers.
But there are some special kinds of characters that could not even get flinched because of a mere Heart Attack.
Perfect Cell (Dragon Ball Z)
Cell is one of the most powerful villain from Dragon Ball Z, Goku and Gohan defeated them in very difficulties because if is body you cut down or kill down he will grow, the reason of it that its origin is just one cell means if Just one cell remain of its body he will not Die and regenerate himself with just one cell. So how a heart attack can kill him. Lets assume Light wrote a reason also but there cannot be a this much powerfull reason that can kill Perfect Cell completely.
Majin Buu (Dragon Ball Z)
He was the most powerful villain of Dragon Ba Z and he had the greater potential then Perfect Cell because you just not have to destroy it's all cells but to Destroy his body's every Molecule and Atom means you have to Kill Majin Buu at completely Atomic Level if you can not then he will regenerate just from one Atom or Molecule and that is not possible with just a Death Note how much reasonable the reason wrote in the Death Note he will not Die.
So these are the circumstances that Kira cannot kill in these situations:
1. Individuals whose name he does not know: In order for Light to kill someone with the Death Note, he must know their full name.
2. Those with "immortal" or "godly" abilities: Characters who have supernatural abilities that grant them immortality or godly powers may not be affected by the Death Note. For example, Ryuk, the Shinigami who gave Light the Death Note, cannot be killed by it.
3. Other Death Note users: If another person possesses a Death Note and knows Light's real name, they could write his name in their own Death Note, which would result in Light's death.
4. People who have exchanged Death Notes: If Light has given up ownership of his Death Note to another person and that person uses it to kill someone, then Light will not be able to kill that person.
5. People with strong willpower: In the series, it is suggested that people with a strong willpower may be able to resist the effects of the Death Note. For example, L, the detective who tries to catch Light, has a very strong will and is able to withstand the psychological pressure of the Death Note.
Kira Can be a formidable opponent to many characters but he just a mere human and Limited power Death Note. So he can not defeat every Character in Anime Verse.
